Question:
What does the President’s job training reform offer governors whose states face tough economic times, including plant closures and mass layoffs?
Answer:
First of all, the reforms propose eliminating silo funding constraints that mandate a “one size fits all” approach. This provides Governors with flexibility to move the emphasis of program activities in the direction most needed at any point in time. WIA Plus will allow Governors to design systems that meet their states’ specific needs, and a sudden or unexpected mass layoff would be a prime example. States facing tough economic times may choose to focus their workforce activities on economic development—encouraging businesses to locate in their state by training workers to meet industry-specific skill needs. Or, Governors may elect to focus on providing rapid response services to target resources to workers at the time of layoff, or prior to layoff , to limit the period of actual unemployment and quickly move skilled workers into new demand occupations. By utilizing the flexibility provided under WIA Plus, Governors will be able to take advantage of their states’ strengths to meet the needs of their economies.
