This map shows the Younger Youth Skill Attainment Rate State rankings for PY 2005. The rate ranges from a high of 98.7 percent in the District of Columbia to a low of 61.0 percent in the Virgin Islands. The ten highest and ten lowest states for this ranking are highlighted on the map. The ten highest states in order are the District of Columbia, Michigan, West Virginia, Maine, Tennessee, Arkansas, Rhode Island, Kansas, Minnesota, and Idaho. The ten lowest, from top to bottom, are New Mexico, Missouri, New York, Wyoming, North Carolina, Nevada, Iowa, North Dakota, Nebraska, and the Virgin Islands.
