Workforce Innovation and Opportunity Act, WIOA, and the Workforce System

WIOA, which supersedes the Workforce Investment Act of 1998, presents an extraordinary opportunity to improve job and career options for our nation's workers and jobseekers through an integrated, job-driven public workforce system that links diverse talent to businesses. It supports the development of strong, vibrant regional economies where businesses thrive and people want to live and work.

  • The needs of business and workers drive workforce solutions;
  • One-Stop Centers (or American Job Centers) provide excellent customer service to jobseekers and employers and focus on continuous improvement; and
  • The workforce system supports strong regional economies and plays an active role in community and workforce development

Across the system, continuous improvement is supported through evaluation, accountability, identification of best practices, and data driven decision making.

TEGL 19-14: lays out the vision for a revitalized transformed workforce system as a result of implementation of the Workforce Innovation and Opportunity Act (WIOA). Further, it encourages workforce system leaders and partners to take action now to support successful implementation to fully realize the vision of WIOA. Finally, it provides an overview of upcoming guidance and technical assistance to support effective implementation.

WIA Adult, Dislocated Worker, and Youth Program Performance Planning

WIA provides employment and training services at three broad service levels to job seekers: core, intensive and training. These services are provided at a level which most efficiently meets their needs to achieve gainful employment. The program is also designed to assist employers meet their needs for skilled workers.

Wagner-Peyser Employment Service (ES) Performance Planning

Wagner-Peyser ES is an integral part of the American Job Center network delivery system, which provides universal access to workers, job seekers, and businesses. ES focuses on providing a variety of employment related services including but not limited to job search assistance, job referral, and placement assistance for job seekers, re-employment services to unemployment insurance claimants, and recruitment services to employers with job openings. Services are provided in one of three modes of delivery approaches: self-service, facilitated self-help service, and staff-assisted service.

USDOL Strategic Planning

The DOL Strategic Plan is the foundation for DOL's planning and budgeting activities. DOL's strategic goal framework is comprised of five strategic goals: 1) Prepare workers for better jobs, 2) Improve workplace safety and health, 3) Promote fair and high-quality work environments, 4) Secure retirement, health, and other employee benefits and, for those not working, provide income security, and 5) Produce timely and accurate data on the economic conditions of workers and their families.

ETA Publishes Thirty-Day Notice for "Planning Guidance and Instructions for State Strategic Plan and Plan Modifications Submission for Workforce Investment Act Title I and Wagner-Peyser Act".

The Employment and Training Administration has published the thirty-day notice in the February 23, 2015 FEDERAL REGISTER for the Planning Guidance and Instructions for State Strategic Plan and Plan Modifications Submission for Workforce Investment Act Title I and Wagner-Peyser Act. The Office of Management and Budget will consider all comments that the agency receives on or before March 25, 2015.

The sixty-day notice regarding this collection was published in the September 10, 2014 FEDERAL REGISTER.

WIA/W-P Performance Negotiations

Under WIA, states submitting a State Plan under Title I, subtitle B must propose expected levels of performance for each of the 17 indicators of performance consisting of the adult, dislocated worker and youth programs respectively and the two customer satisfaction indicators unless they have a waiver for the 15 common measures.
