INTRODUCTION.
This booklet has been prepared to provide project sponsors under the Senior Community Employment Program (SCSEP) with detailed guidance for the preparation of reports to be submitted to the Department of Labor. These reports are used by the Department to assess the performance of individual project sponsors, to evaluate the effectiveness of the overall program on a nationwide basis, and to keep the public informed as to the accomplishments of the program.
The Department has avoided the imposition of overly complicated and burdensome reporting requirements under this program. The basic purpose of the SCSEP is to serve people, not to generate data. Project sponsors do, nonetheless, have a clear responsibility to provide an accurate and timely accounting of activities supported by their grants. Project sponsors are expected to prepare the required reports with precision and to submit them according to schedule.
The reports that project sponsors are required to submit on a recurring basis include financial reports (The Financial Status Report, SF 269) and a progress report (the SCSEP Quarterly Progress Report). The financial report is covered in section II and the progress report in section III. The use of these reports is prescribed by Federal regulations at Title 20 of the Code of Federal Regulations, Part 641.
