REASONS FOR DENIAL

D-1 No shift in production to Canada/Mexico and customer imports did not contribute importantly to worker separations

D-2 No worker separations since Dec. 8, 1993 (the NAFTA reachback date)

D-3 Workers do not produce an article

D-4 Production transferred domestically

D-5 Sales/production did not decline and there was no shift production to Mexico/Canada

D-6 No employment declines and no shift in production or other (layoffs unrelated to imports; layoffs were temporary)

T Termination - investigation was terminated prior to a decision (petition withdrawn, workers covered by another certification, etc.)
