OATELS/BAT has a partnership with the primary operators of the programs
such as employers, employer associations, or joint management and labor
organizations. OATELS/BAT provides consultation services in developing the
framework for apprenticeship training programs based on apprenticeship
standards, and in the application of training standards in apprenticeship
agreements. OATELS/BAT maintains information on existing and recommended
standards of training in apprenticeship as well as on other types of
industrial skill improvement programs.
Prospective program sponsors meet with BAT or State Apprenticeship
Council/Agency representatives to develop apprenticeship standards in
accordance with Title 29, CFR Part 29 – Apprenticeship Programs - Labor
Standards for Registration. An apprenticeship program is eligible for
registration/approval by the Registration Agency if it meets the criteria
outlined in Title 29, CFR Part 29.5. There are 22 standards that must be
addressed in any apprenticeship program seeking registration/approval.
Some of those standards include the term of apprenticeship, an outline of
the work processes in which the apprentice will receive supervised
training, a progressively increasing schedule of wages based on skill
acquisition, and periodic review and evaluation of the apprentice's
progress.
