BRIEF DESCRIPTION:
The grant will be used to fund salaries, fringe benefits, travel,
equipment, supplies, accommodations, and indirect costs. The proposed positions include a part-time
program administrator, a part-time information specialist, and two full-time
employment specialists. WDB notes that it is not a
direct-service provider; it contracts with a service provider to operate the
four Texas Workforce Centers (TWC) and to deliver WIA core, intensive, and
training services. WDB will retain administrative and operational
responsibilities for the Work Incentive Grant. According to Census 2000 data, 34,164 (aged 21-64) in the
WDB service area were classified as disabled.
This represents 24% of the area population (as compared to 19.9%
statewide). Of this number, only 12%
were employed. WDBs primary service
strategy is the development of a person-centered case management system. Case managers will be available to assist
disabled customers in such areas as TANF, food stamps, employment and
training, re-integration of offenders, veteran issues, and Wagner-Peyser
employment services. TWC staff will provide
career and vocational assessment, occupational skills training, assistive
technology, job coaching, pre-employment training, job development and placement,
support services, and counseling.
Grant funds will also be used to train non-specialist staff in
disability-related issues and resources. Partners include the
literacy councils of Miller and Bowie counties, North East Texas and Lakes
Region mental health/mental retardation agencies, the Department of Assistive
and Rehabilitative Services, the Region VII Education Center, the members of
the North East Texas Opportunity Program, and the Department of Health and
Human Services. These groups have agreed
to serve as members of the Advisory Coalition for this Work Incentive Grant. |
