14.1 Is there an incumbent contractor for this project?
Answer: No
14.2 Does DOL/ETA intend to extend the response date beyond March
20, 2000?
Answer: Yes, the response date is extended to 2:00 PM Local Time on
March 22, 2000.
14.3 Reference Section L.8, Please reconsider allowing company
senior or general managers or consultants to make part of the oral
presentations.
Answer: In view of the fact that senior company personnel of small
businesses are sometimes project managers or principal investigators
of projects, senior company personnel may make part of the oral
presentation. However, they must be listed in the contractor's
budget as a direct cost and be an integral part of the contractor's
proposed staffing for the project. The Project Manager must devote
between 40 and 50% of their time to the project. NOTE: Offerors may
not use consultants to make any part of the oral presentation.
14.4 In what part of the submission is information pertaining to the
project organization and time commitment for assigned staff intended
to be placed? Should this information accompany the resumes and
related information in Part 2.
Answer: Yes, see M.3 B. INDIVIDUAL STAFF EXPERIENCE AND
QUALIFICATIONS.
14.5 Can the required minimum of "five (5) years of Job Corps
related experience" of the project manager include other workforce
development experience such as JTPA-funded employment and training
background in lieu of direct Job Corps employment?
Answer: Yes. However, it is the contractor's responsibility to
demonstrate the level of relevance that any work experience other
than Job Corps has for this project. The DOL/ETA Technical
Evaluation Panel will have the authority to review and assign weight
to that experience as it deems appropriate.
14.6 Section 4.(d) (ii) mentions a "proposed Senior Property
Coordinator." Why is this specified for this project? What is this
person supposed to do?
Answer: This is a typographical error. "Senior Property
Coordinator" should read "Senior Project Coordinator." This
requirement refers to the second most senior person, after the
Project Manager, in the contractor's staff organization. Also, note
that the requirement for three (3) years of Job Corps experience for
this position is modified in accordance with Paragraph 14.5 of this
amendment.

14.7 Section M.4.(d) (iv) states that "All professional personnel
must devote 100% of their time to the project." This requirement
seems overly prescriptive as some professional staff would be most
effectively and efficiently (from a cost perspective) assigned at
less than the equivalent of full-time during the course of the
contract period. Some project requirements may require specific
on-going technical and professional expertise but not need a
full-time commitment of the assigned staff. Furthermore, staff on
other company projects whose expertise and prior experience
parallels the qualification requirements of this RFP would be
precluded from participating on this project.
Answer: It is not necessary for all the professional staff to devote
100% of their time to the project. However, the offeror must
demonstrate the ability to provide the appropriate professional
staff time and expertise for each of the projects/tasks described in
the Statement of Work.
14.8 Which of the WIA performance measures does Job Corps view as
high priority?
Answer: Job Corps views each of the prescribed WIA performance
measures as high priority. However, the 6 and 12 month follow-up
measures are two measures for which Job Corps does not currently
collect data.
14.9 Is OA a part of the Job Corps recruitment function? What are
the specific sub functions?
Answer: OA stands for Outreach and Admissions. It encompasses all
activities associated with applicant outreach and the admissions
process.
14.10 Is there feedback or accountability for graduate performance?
Answer: Currently Job Corps has a performance measure for graduation
rate. The measure is the percent of students who complete their GED
and obtain employability skills or the percent of students who
complete a vocation and obtain employability skills.
14.11 How is an invalid placement defined for a current job core
independent validation? In what major areas is the current system
inconsistent with the WIA?
Answer: An invalid placement is a placement which is reported to our
Job Corps data center as having met the Job Corps definition of
placement and is later found not to have met it. Job Corps
currently re-validates all reported placements by calling students
and asking if they were placed consistent with the data that was
reported. When students can not be reached, the employer is
contacted for validation purposes.
The major areas in WIA are consistent with Job Corps' current
operation. There are additional requirements in WIA that are not
part of Job Corps current operation such as the 6 and 12 month
follow-up.
14.12 The statement of work did not provide an address or addressee
for sending the proposal, nor number of copies or other format
instructions Can you provide this information or tell me where to
find it?
