14. RESPONSES TO TECHNICAL QUESTIONS
1.
Question: Would it be possible for us to get versions of the current California ALCO software and the current
Regional Office ACU software? This would enhance our understanding of the computer environment underlying
the simulation test.
Answer: No, we do not have the software at this time.
2.
Question: Our MOBIS rates are for the period August 15, 2002 through August 14, 2003. I presume that there
is no problem with us using these rates in the proposal, even though the RFP specifies the use of October 2,
2002 though September 30, 2003 rates.
Answer: Yes, you can use your rates for the period August 15, 2002 through August 14, 2003.
3.
Question: We presume that the sample group of 1,000 - 1,500 applications will include both complete
applications and incomplete applications. Is this assumption correct?
Answer: We expect that the sample application group will be randomly selected and will represent all types of
applications, including incomplete applications.
4.
Question: Under current case processing procedures, both the SWAs and the ROs adhere closely to queues of
cases, one queue for traditional cases and one for the RiR applications, according to receipt date. When the
contractor operates the simulation, will ETA expect the applications to be processed in the order that the
applications had been received at the SWAs, or will the contractor be able to experiment with approaches
that process applications out of order?
Answer: The contractor will be able to experiment with approaches that process applications out of order.
5.
Question: Will ETA have a federal employee from the National Office of the Foreign Labor Certification
designated as a Certifying Officer for the simulation run, or will the already-designated Certifying Officers from
the ROs be used?
Answer: ETA has not designated a Certifying Officer (CO) for the simulation, yet. It will not be a current CO.
We expect the CO will be a CO retiree or a National Office employee.
6.
Question: For email connectivity between contractor staff and federal staff (under Computing Environment in
the RFQ) will the contractor staff be provided ETA GroupWise accounts?
Answer: ETA GroupWise accounts can only be provided to contractor staff located in the DOL facility.
7.
Question: The current "Application for Alien Employment Certification" (ETA 750), which was last revised in
1979, does not request fax numbers or email addresses from the applicants. Should the contractor expect
that this contact information will not be available for the sample group of 1,000 - 1,500 applications?
Answer: The applications the contractor will be working with will have been filed using the current ETA 750.
