ETA Jobs - Position Description

As part of recent reorganization activity the Employment and Training Administration (ETA) developed functional position descriptions which identify the grade controlling aspects of sets of duties within particular lines of work. This effort met three goals:

  1. streamline the description;
  2. decrease the number of position descriptions by standardizing whenever possible; and
  3. incorporate core competencies within the descriptions.

Two similar clusters of position descriptions (National Office and Regional Office) now cover most lines of work at most grades. Where employees perform at more than one grade level in a particular line of work, the probable levels in which employees will function have been addressed (for a few specialized, one-of-a-kind jobs and/or occupations with very small populations, building functional position descriptions was not cost-effective). Subject matter experts from the various occupations afforded a validation phase to the process.

In recognition of the shifting focus and one-stop, customer service emphasis of the Workforce Investment Act, three core ETA occupations have been joined in a single multi-disciplinary position description at the journey or full performance level (GS-12). The differentiation is identified under part IV. UNIQUE POSITION RESPONSIBILITIES where the supervisor's check by the appropriate paragraph will determine the title and series: Unemployment Insurance Program Specialist, GS-0106; Manpower Development Specialist, GS-0142; or Apprenticeship and Training Representative, GS-0243. This trend is followed in the National Office for experts and team leaders in those lines of work and for team leaders in Regional Offices (Regional Office multi-disciplinary expert position descriptions at the GS-13 level apply only to Unemployment Insurance Program Specialists and Manpower Development Specialists).

In a design similar to the multi-disciplinary position descriptions, a single position description for each grade level covers virtually all Management Analysts, Program Analysts, and Management and Program Analysts at that grade. As with the multi-disciplinary position description, the supervisor indicates the primary focus (and thereby the position title) by checking the appropriate paragraph under part IV. UNIQUE POSITION RESPONSIBILITIES.
