A. Policy:
National Farmworker Jobs Program (NFJP) grantees and MSFW Youth
program grantees shall be guided by the attached "NFJP Policy Guidance"
on participant eligibility for enrollment of persons who receive intensive
services, training services or related assistance services.
B. Purpose of the NFJP Eligibility Requirements:
The NFJP is established to serve disadvantaged migrant and seasonal
farmworkers and their families. The eligibility screen on NFJP and MSFW
Youth program enrollments ensures that the available NFJP services are
reserved for the disadvantaged seasonal farmworker population for whom
it is intended.
C. Grantee's Role in Documenting Enrollment Decisions:
The NFJP grantees must maintain an eligibility determination process that
provides staff with a system for identifying applicants who are eligible
farmworkers. The system must enable staff to generate the documents
needed for supporting the agency's eligibility determinations and all
program enrollment decisions.
D. Supplemental Guidance:
The attached NFJP Policy Guidance on NFJP and MSFW youth program
eligibility includes an addendum of "Questions and Answers" raised during
the past transition year. The answers provided have been developed in
consultation with you and at conference and workshop sessions. You
should rely on this additional guidance to govern your agency's
determinations on applicants' eligibility for NFJP and MSFW Youth
Program services.
