  • Incentive funds will be used to establish 3 to 5 Workforce Education Cluster Centers. Establishment of the centers responds to a recommendation in the State's strategic plan for economic development known as the Roadmap to Florida's Future. The centers will be regionally concentrated and industry driven for growing and expanding the educational and workforce talent needed for high-wage, knowledge-based job growth. With industry input, the centers will organize educational research and curriculum development around related clusters of occupations at institutions that have developed partnerships with the workforce community.

  • The Office of Adult Literacy will increase the number of adult learners the disabilities served and develop an integrated information management system. The Office will also work with partner agencies to develop an integrated management system that will include adult literacy data and improve the quality of state and national data reports.
  • The Department of Technical and Adult Education will collaborate with DeKalb Technical College to develop a training curriculum using the Certified Nurse Assistant (CNA) technical certificate in conjunction with the English Literacy and Civics Education Program. This program will build on services already provided for special population students and will aim to increase the number of Hispanics working in the health care sector.
  • The Department of Education Technology/Career Education Division will develop and implement a comprehensive career develop initiative for high school students.
  • The Department of Labor will implement an Incumbent Worker Initiative designed to avert layoffs, promote job retention, and create new job opportunities.

    • Expand the Counselor Academy: to expand the number of participants served by the Academy by reaching additional counselors, Missouri Career Center staff, and expanding the opportunity to the other service providers within the State's workforce development system.
    • Local Workforce Improvement Initiative: target resources to address the greatest areas of need within each region (basic skills, job skills, workforce services) and focus on federal workforce program performance measures that will address the identified needs.
    • Addressing Adult Learning Difficulties: Missouri plans to provide professional development opportunities for teachers and directors to learn and understand PowerPath, software that can be used to administer learning disability screening.

    • Improve performance of the Workforce Development Service Delivery System: there are 3 components to this initiative,
  • Improve the ability of WIA and other partner agency case manager to gain greater access to online job matching services through continued and expanded use of EmployOn, an online job matching portal for employers and job seekers
  • Hire a performance manger to work with state and local staff to efficiently manage performance to achieve consistent performance results
  • Set aside funds to award high performing local NH Works offices to plan and implement projects designed to build the capacity of the local One Stop to better serve target populations.

  • Incentive Award funds under the Workforce Investment Act will be integrated with other federal and state workforce development and training funds, local community and private sector resources to expand access to the one stop system, address skill gaps, develop customized service approaches for target populations, develop new approaches to serving youth and provide capacity building for front-line staff. Specific WIA activities include:
    • Install state of the art Polycom system in each of the 8 planning regions. The system is designed to enhance the capacity of the partners of the One-Stop System to coordinate training and delivery of services to target populations. The partners will develop protocols for establishing priority use of the system.
    • Develop and operate an Intensive Re-employment Demonstration Project in at least one pilot area of the state. The goal will be to test various service delivery methods to determine their impact on reducing the duration of unemployment insurance for UI claimants.
    • Develop and deliver training to front line staff on awareness of cultural diversity and needs.
    • Install a North Dakota Occupational Information System for use by one-stop system partners in program planning. This initiative will improve access to information and data on occupational projections and wages.

  • WIA Title 1 projects: enhance the Governor's Job Cabinet and expand incumbent worker training, create more copies of the annual report for marketing, develop a plan to implement the Baldridge Criteria for Performance Excellence throughout the One Stop Centers and make improvements to the Case Management Activity Tracking System (eCMATS) in order to improve the data collection and meet report requirements for LWIAs
  • Adult Education: continue to fund the initiative Workforce Computer Skills-Continuing to Assist Unemployed Tennesseans Achieve Their Full Employment Potential and purchase laptop computers to create a "mobile" computer lab in counties with high unemployment.
  • Vocational Technical Education: develop and test an assessment procedure to evaluate the effectiveness of curriculum that integrates academic skills in vocational classes.
  • Tech Prep: develop computer programs that will improve the collection and reporting of community college data.
