WIA Incentives and Sanctions

Section 503 of the Workforce Investment Act (WIA) authorizes the Secretary of Labor to award incentive grants to states that exceed performance levels for programs authorized by title I of WIA, the Adult Education and Family Literacy Act (AEFLA), and the Carl D. Perkins Vocational and Technical Education Act (Perkins Act). The grants are used for a variety of purposes, including infrastructure support, coordinated training with partner programs, and staff capacity building.

    WIA Law, in Section 136, requires that the Secretary disseminate State-by-State comparisons of states' performance information. State comparisons do not reflect the varied and different economic conditions that may affect an individual state's outcomes. Keeping that in mind, the Performance Rankings for each year are displayed in chart format and each measure is linked to a display of the absolute rankings of state-by-state performance.
