The Validation Software
calculates the ETA quarterly report using the new time periods

Fixes were made to
the skill attainment, diploma rate, and dislocated worker
earnings replacement rate for Table O.
The Validation Software
can now upload the report validation results without the user
needing to draw a sample for data element validation.
The ability to export
and then re-import sub-samples for data element validation
has been fixed.

employment-related assistance (including training funded by Trade

A 30-day notice for comment on the Labor Exchange Reporting System was published on December 19 in the Federal Register; a 30-day notice for comment on the WIA information and Reporting System was published on December 21. Any comments on either package should be sent directly to the Office of Management and Budget.
December 1, 2005: ATTENTION: EXTENDED TO MARCH 15TAPR FILES ETA has published approved documents that contain the TAPR file instructions and layout that must be used by the states for submission in March, 2006 as well as the data validation edits that will be applied to the TAPR by ETA's Enterprise Business Support System (EBSS), formerly known as EIMS.

The due date for the Workforce Investment Act Title IB and Wagner-Peyser Act quarterly report for the quarter ending 9/30/05, has been extended until December 14, 2005. All states should submit these reports as soon as possible, and no later than December 14.
June 5, 2005: TEGL 35-04: ETA Issues Planning Guidance, Allotments and Performance Levels for Indian and Native American Grantees
The Employment and Training Administration has issued Training and Employment Guidance Letter (TEGL) 35-04 to all Indian and Native American Grantees.
May 18, 2005: TEGL 32-04 This TEGL provides Guidance to States on FY2005 Goals as well as actions on how to achieve those goals for the Trade Adjustment Assistance (TAA) and North American Free Trade Agreement Transitional Adjustment Assistance (NAFTA-TAA).
March 18, 2005: TEN 22-04 Announces two new web-based performance management tools and thier websites: WIA Diagnostic and Planning Tools (WIADAPT); and National Emergency Grant Tools (NEGTools). Federal, state and local administrators can use WIADAPT and NEGTools to identify program strengths and weaknesses and estimate the impact of service to specific groups and services on overall performance levels.
The USDOL is issuing a Notice of Proposed Rulemaking to implement several important policy changes to the Workforce Investment Act and Wagner-Peyser Act Regulations. The changes set forth in this proposed rulemaking address some long-standing issues that have arisen under the current WIA regulations, such as problems with the large size of the State and Local Workforce Investment Boards; the sequence of core, intensive and training services, the Governor’s authority over eligible training providers, and the availability of Individual Training Accounts to youth and much more.
December 12, 2006: WISPR COMMENTS on the WISPR system are due to OMB by December 21, 2006.
December 05, 2006: TAA 2.0 is now available. This software should be used to validate the TAPR records submitted for Fiscal Year 2006. The software has been updated to account for the following:
The Record Layout has been revised to reflect TAPR changes for FY06.
The software's edit checks have been updated to conform to the TAPR edits listed in ETA's edit checks.
Performance Outcome Groups and the Performance Report have been revised to implement common measures.
November 28, 2006: WRIS WebinarThis session will serve as a forum to allow State Workforce Agency Administrators and their Unemployment Insurance and Performance Accountability staff to ask any questions they may have about the new WRIS Data Sharing Agreement sent to them on November 7, 2006. It will also serve to provide the Employment and Training Administration (ETA) with some insight as to where states are in the process of signing the Agreement to reengage in participation in the WRIS.
November 15, 2006: DRVS 6.3incorporates the basic functionality for conducting WIA data element validation. These include the new PY06 Average Earnings measure for adults, dislocated workers, and NEGs, and implements the new performance outcome groups for Entered Employment, Retention, and Earnings for adults, dislocated workers, and NEGs corresponding to the change in the earnings measure and more.
November 6, 2006: WISPR--A notice for public comment has been published today, for 45 days, announcing the Employment and Training Administration’s revised performance reporting system, the Workforce Investment Streamlined Performance Reporting (WISPR) System. In July, 2004, ETA published a proposal to streamline performance reporting for 12 programs, the ETA Management Information and Longitudinal Evaluation (EMILE) reporting system. Based on comments received, ETA made revisions to that proposal, and the revised system, WISPR, includes state formula-funded programs and National Emergency Grants only. September 11, 2006:
The Office of Foreign Labor Certification (OFLC) announced today its Backlog Elimination Centers (BECs) surpassed a major milestone last week with the completion of over 50% of the permanent program backlog. This significant accomplishment was achieved three weeks ahead of their September 30th goal. The BECs started operations with a total case population of over 362,000. This success was a team effort. The Federal and contract staff at the BECs did a tremendous job along with support from PROTECH and OFAM. The BECs next goal is to eliminate the remaining backlog by September 30, 2007. Please join me in congratulating the Administrator and staff in OFLC for this major accomplishment.

States have developed innovative programming which is consistent with the requirements of any one or more of the programs within title I of WIA, AEFLA, or the Perkins Act. The summaries include the amount of award and a summary of each State’s plan.

February 24, 2006: Federal Register Notice: OMB Seeks Comments on New ETA Reports for the Reemployment and Eligibility Assessment (REA) Program The Employment and Training Administration (ETA) has submitted a new information collection to the Office of Management and Budget (OMB). The ETA 9060 report provides a count of the claimants who were referred to the Reemployment and Eligibility Assessment (REA) program and a count of those who completed the services. The ETA 9061 report provides the subsequent collection of outcome data which is a useful management tool for monitoring the success of the REA program in the state.
February 17, 2006: TEGL 17-05 is now available for download for the February 2006 quarterly reports with many key improvements.

Massachusetts re-joined the Wage Record Interchange System (WRIS) on December 21, 2007! Forty-two states are now members of WRIS and can access more wage data on
the participants they serve. WRIS member states have a
more robust picture of the effectiveness of their workforce investment programs, and are able to report more comprehensive outcomes against their performance measures.

December 6, 2007: WRIS Data Sharing Agreement Amendment Proposals: The 30-day comment period on the proposed dispositions of the “second-round” amendments to the WRIS Data Sharing Agreement was initiated on December 6, 2007. The proposed dispositions reflect comments received from the parties to the Data Sharing Agreement during the initial 60-day comment period. Any comments on the proposed dispositions are due by the close of business on January 7, 2008.

The State of Delaware has re-joined the Wage Record Interchange System (WRIS). Each of the states in US DOL Region 2 is now a WRIS member. Delaware’s designated agency is the (Department of Labor). Ms. Lori Reeder, Director of the Division of Employment and Training, is the PACIA contact. The SUIA contact is Mr. W. Thomas MacPherson, Director of the Division of Unemployment Insurance. Delaware’s participation in the WRIS increases the total WRIS membership to forty-one (41) states and the District of Columbia. Pennsylvania’s adoption of the WRIS Data Sharing Agreement increases the total WRIS membership to forty (40) states and The District of Columbia. October 26, 2007:
The State of Georgia has re-joined the Wage Record Interchange System (WRIS).
The designated member agency is the Georgia Department of Labor. Georgia’s adoption of the WRIS Data Sharing Agreement increases the total WRIS membership to thirty-nine (39) states. By participating in WRIS, states have a more robust picture of the effectiveness of their workforce investment programs, and are able to report more comprehensive outcomes against their performance measures.
October 23, 2007:
The Wage Record Interchange System (WRIS) Data Sharing Agreement has been amended in accordance with the procedures set forth in the Agreement at Section IX. All 39 parties to the WRIS Agreement (37 states, the District of Columbia, and ETA) concurred in the six ‘first-round' amendments. The effective date of the amended Agreement is October 23, 2007. The WRIS Data Sharing Agreement incorporates the amended language. Click here for more information on the specific changes.

TEN 12-07 To announce the implementation of a new Office of Management and Budget (OMB) approved quarterly financial reporting form, U.S. DOL ETA FINANCIAL REPORT (ETA-9130). This form will be required for use by all ETA grantees starting with the quarter ending September 30, 2007.
September 29, 2007: TEGL 22-04, Change 1 The purpose of this guidance is to clarify Department of Labor policy regarding existing flexibility under the Workforce Investment Act (WIA) to serve military spouses as dislocated workers under the WIA Dislocated Worker formula grant.
September 17, 2007: The State of New Mexico has rejoined the Wage Record Interchange System (WRIS). New Mexico’s adoption of the WRIS Data Sharing Agreement increases the total WRIS membership to thirty-eight (38) states. September 05, 2007: The Data Reporting and Validation Software DRVS 7.0 is now available. This version should be used for validating WIA title IB and Wagner-Peyser PY 2006 reports. States must use this software on a computer that is different from the one used for previous years' data validation software. For more information on the features and outstanding issues, please click here.
Please note: states should not install DRVS 7.0 on the computer used for PY05 data element validation. Installing DRVS 7.0 could cause states to lose their PY05 validation results. ETA is currently testing an upgrade script that allows states to upgrade DRVS 6.3 to 7.0 without losing PY 2005 DEV results.
States that have no other option than to install DRVS 7.0 on the same computer contact wiata@mathematica-mpr.com for assistance with the installation steps to assure there is no loss of the prior database.

June 29, 2007: The Employment and Training Administration (ETA) has issued an Interim Final Rule establishing new performance accountability measures for the Senior Community Service Employment Program (SCSEP). New measures are necessary due to the 2006 Amendments to Title V of the Older Americans Act.

The Employment and Training Administration has announced states' allotments for PY 2007 (July 1, 2007-June 30, 2008) for WIA Title I Youth, Adults and Dislocated Worker Activities programs; additional PY 2007 funding from WIA Section 173(e) for eligible states; final allotments for Employment Service (ES) activities under the Wagner-Peyser Act for PY 2007; and Work Opportunity Tax Credit and Welfare-to-Work Tax Credit program allotments for FY 2007.
April 2, 2007: TEGL 19-06: To inform states of the guidelines for negotiating Workforce Investment Act (WIA) Title 1B performance and customer satisfaction goals and performance levels for the Wagner-Peyser Act Program for Program Year (PY) 2007 and PY 2008. These negotiated performance goals will be incorporated into the State Strategic Plans for the WIA and Wagner-Peyser Act as part of the modifications states will be making for Years Three and Four of the Strategic Five-Year State Planning cycle. March 21, 2007: March is Women's History Month. Workforce programs have served more than 27 million women over the past four years through the Workforce Investment Act Adult, Youth and Dislocated Worker programs and in the Wagner-Peyser program. In the four quarters ending September 30, 2006, all the above programs, as well as the other ETA workforce programs such as Unemployment Insurance, have provided services to over 10 million women

The Veteran’s Employment and Training Service (VETS) of the Department of Labor has issued a final rule to implement priority of service in qualified job training programs prescribed in section 2(a)(1)of the Jobs for Veterans Act (JVA). The following Workforce Investment Streamlined Performance Reporting (WISPR) documents (Forms 9131, 9132 and 9133 and WISRD) have been approved by OMB (1205-0469) for a potential implementation date of July 1, 2009. This approval marks the beginning of several changes to workforce reporting. These forms will be for use by all grantees administering Wagner-Peyser, Veterans Employment and Training Service, Workforce Investment Act Title IB, National Emergency Grants, and Trade Adjustment Assistance programs funded by the United States Department of Labor (USDOL). The primary purpose of this new reporting system is to:
Establish a standardized set of data elements, definitions, and specifications that can be used to describe the characteristics, activities, and outcomes of job seeker and employer customers served through the One-Stop delivery system;
Facilitate the collection and reporting of valid, consistent, and complete information on job seekers and employer customers in order to support the overall management, evaluation, and continuous improvement of workforce programs at the local, state, and federal levels; and
Reduce duplicate record keeping by allowing grantees administering multiple USDOL-funded workforce programs to utilize a single set of data specifications and formats to report on a job seeker’s and employer’s interaction with the One-Stop delivery system.
Training on implementation of the WISPR system will be rolled out during Program Year 2008

Representatives from the Employment and Training Administration's Office of Performance and Technology, Social Policy Research Associates, and Mathematica Policy Research will discuss the upcoming PY 2007 annual reporting requirements for WIA and quarterly reporting for Wagner-Peyser and Jobs for Veterans' State Grants. The Webinar will address reporting requirements, deadlines, and areas of particular concern in the submission of the WIA annual report and WIA standardized record data (WIASRD). The Webinar will also include a review of the Enterprise Business Support System.

On June 18, the DOL announced in the Federal Register the submission of the following public information collection requests (ICR) to the Office of Management

Unemployment Insurance (UI) Facilitation of Claimant Reemployment
This information is collected at the state level to determine the percentage of individuals who become reemployed in the calendar quarter subsequent to the quarter in which they received their first UI payment.
Unemployment Insurance Data Validation Program
This program requires States to operate a system for ascertaining the validity (adherence to Federal reporting requirements) of specified unemployment insurance (UI) data they submit to ETA on certain reports they are required to submit monthly or quarterly.
Non Production Questionnaire (Trade Adjustment)
Information on the Form ETA-9118 is required in order to make a determination on Trade Adjustment Assistance petitions filed on behalf of service workers in accordance with Section 223 of the Trade Adjustment Assistance Act of 2002.
Workforce Investment Streamlined performance Reporting System (WISPR)
This system was previously called EMILE and has had two previous information requests listed at: (qv. July 16, 2004 FR notice and November 6, 2006 FR Notice)
The WISPR System replaces the reporting and recordkeeping requirements of 7 Employment and Training programs. The goal is to ensure that the workforce system is clearly focused on results, which will help ensure that the system's jobseeker and employer customers are effectively served.

On behalf of the Department, the WRIS Data Sharing Agreement (as amended April 9, 2008) was signed by Mr. Richard S. Brothers, Commissioner. Membership in the WRIS now stands at forty-nine (49) states and the District of Columbia. Through participation, states have a robust overview of the effectiveness of their workforce investment programs, and are able to report more comprehensive outcomes against their performance measures.

The Department of Labor, in collaboration with the Department of Education, announces today in the Federal Register that eight states are eligible to apply for Workforce Investment Act (WIA) (Pub. L. 105-220, 29 U.S.C. 2801 et seq.) incentive awards authorized by section 503 of the WIA. The eight eligible states must submit their applications for incentive funding to the Department of Labor by June 9, 2008.

The Federal Research Evaluation Database has been updated to include the PY2006 WIASRD data. The Federal Research and Evaluation Database (FRED) enables analysis of the Workforce Investment Act Standardized Record Data (WIASRD), which is data annually submitted by states on WIA exiters' demographic characteristics, the services they received, and the outcomes they achieved after exit.

The Wage Record Interchange System (WRIS) Data Sharing Agreement has been amended in accordance with the procedures set forth in the Agreement. All 49 parties to the WRIS Agreement (47 states, the District of Columbia, and ETA) concurred in the three ‘second-round' amendments and technical correction. The WRIS Data Sharing Agreement (as amended April 9, 2008) incorporates the amended language and is available on ETA’s Web site at: http://www.doleta.gov/performance/WRIS.cfm

Wentworth, Director of Program Policy, will serve as the designated WRIS contacts. Forty-eight (48) states and the District of Columbia are now members of the WRIS. Through participation, states have a robust overview of the effectiveness of their workforce investment programs, and are able to report more comprehensive outcomes against their performance measures.
