The Employment and Training Administration (ETA) will conduct a national technical assistance forum on the American Recovery and Reinvestment Act of 2009 (ARRA) in San Francisco on December 9-10, 2009, for performance reporting for the Workforce Investment Act (WIA) Title 1B and Wagner-Peyser Act programs, including Reemployment Services grants, the Trade Adjustment Assistance Act, and National Emergency Grants (NEGs), as well as to examine strategies that enhance overall performance and accountability in these programs. This forum is intended to provide information updates and Recovery Act Section 1512 reporting requirements; the use of performance data and workforce information; and updates regarding ETA strategic direction. The Department of Labor announces the submission of the public information collection request for The WIA Management Information and Reporting System (1205-0420) to the Office of Management and Budget for review and approval in accordance with the Paperwork Reduction Act of 1995. Comments are due to OMB by October 14, 2009.

Data Validation "What's New" for 7.2 has been updated to include information on special project records. The software excludes them from performance (unless they are co-enrolled), but it requires them to pass the NEG edits. This update identifies the issue and provides a workaround.

ETA announces this TEN To remind the workforce investment system of the performance reporting requirements and associated timelines for submitting data validation results for the Workforce Investment Act (WIA) title IB programs; the Wagner-Peyser Employment Service; activities authorized under chapter 41 of title 38 United States Code (Local Veterans ´ Employment Representative and Disabled Veterans´ Outreach Program); the Trade Adjustment Assistance (TAA) program; and the National Farmworker Jobs Program (NFJP).

TEGL 14-00, Change 3  Provides additional guidance to states regarding their WIA Annual Report Narrative which is due by October 1, 2009. States are now required to provide information on how waivers have affected their performance. Failure to submit the performance progress reports by the deadline may lead to incentive grant ineligibility for a state.

Methodology for Adjusting GPRA Workforce Development Program Performance Targets for the Effects of Business Cycles by The W. E. Upjohn Institute for Employment Research. This technical report has two purposes: 1) to describe the methodology used to estimate the relationship between unemployment rates and workforce program performance targets and 2) to describe the procedures used to adjust the GPRA performance targets for changes in unemployment rates during the current recession and over the business cycle.

American Recovery and Reinvestment Act: ETA is seeking comments on Information Collection to Obtain Aggregate Participant Counts for WIA Title IB, Wagner-Peyser Act, National Emergency Grants, and Reemployment Services Grants. The June 16, 2009 FEDERAL REGISTER provides additional background, and instructions for obtaining the information collection request as well as for submitting comments. Comments must be submitted on or before August 17, 2009.

TEGL 24-08 ETA announces the guidance for reporting performance accountability information for programs receiving additional funds under the American Recovery and Reinvestment Act of 2009 (Recovery Act). These programs include the Workforce Investment Act (WIA) Adult and Dislocated Worker programs, the WIA Youth program, including summer youth employment, National Emergency Grants, and the Wagner-Peyser Act Employment Service, including the Reemployment Services grants. (Guidance on performance accountability will be issued separately for the following programs receiving resources under the Recovery Act: the Senior Community Service and Employment Program (SCSEP); YouthBuild; Indian and Native American Youth grants; Competitive Grants in High Growth and Emerging Industry Sectors; and Trade Adjustment Assistance.)  This guidance also announces changes to the reporting requirements for the Workforce Investment Act Standardized Record Data (WIASRD), which is submitted by states on all individuals served with WIA funds who exit program or One-Stop system services. TEGL 17-05, Change 2 The intent of this guidance is to further clarify the application of the literacy/numeracy measure initially provided in Attachment C, Educational Functional Level Descriptors, in Training and Employment Guidance Letter (TEGL) 17-05, issued February 17, 2006, and to rescind TEGL 17-05, Change 1, issued August 13, 2007. This change TEGL only addresses specific reporting changes for the Workforce Investment Act (WIA) Youth literacy/numeracy measure.

States that are eligible for the PY2007 WIA Incentive Grants are listed in the Federal Register Notice Eligible States have up to 45 days to apply for these funds. The USDOL has until June 30, 2009, to obligate these funds. TEGL 20-01, Change 7 updates the procedures that states should use when making their application.

This will aggregate the participant counts for the Workforce Investment Act Title 1B, Wagner-Peyser Act,National Emergency Grants, and Reemployment Service Grants.  Comments are due by May 14, 2009. OMB approval has been requested by May 20, 2009.

"WISPR (Workforce Investment Streamlined Performance Reporting) System is Suspended for PY 2009."  WISPR implementation has been suspended for Program Year (PY) 2009 because of the challenge posed by the significant role the workforce investment system will play in the President’s economic recovery plan. ETA’s top priority will be working with our partners and stakeholders to meet the information and reporting needs associated with implementation of the American Recovery and Reinvestment Act (ARRA). States that are not demonstration states, but are prepared to begin full implementation on July 1, 2009, should work through their Regional Administrator to coordinate implementation with ETA’s national office.
