Philadelphia Earmark Center of Excellence
Philadelphia Earmark Center The Philadelphia Earmark Center (PEC) is an Employment and Training Administration (ETA) national program office that is located in the Philadelphia Regional Office. PEC staff are responsible for managing and coordinating ETA's earmark process and for overseeing the implementation of earmark grants. Center staff also respond to inquiries from ETA leadership, regional offices and grantees and play a critical role in the earmark grant proposal review process. Staff review grant proposals to ensure that the proposals conform to the Appropriations Act, the Workforce Investment Act, Office of Management and Budget circulars and other ETA guidelines and provide technical assistance and policy guidance to Regional Offices and earmark grantees.
