SUBJECT:     Significant and Bilingual Migrant and Seasonal Farm Workers (MSFW) Local and One – Stop Offices for Program Year (PY) 2005.

 


1.      Purpose.  To request data for the identification of Significant, Bilingual and Special Circumstances Migrant and Seasonal Farm Workers (MSFW) Local Offices for Program Year 2005.

 

2.      Reference. 20 C.F.R. 651.10 & C.F.R. part 653.

 

3.      Background.  Each year, ETA is required to identify One-Stop Career Centers that are MSFW significant (i.e. significant MSFW local offices).  In order to develop the nationwide list, the following information is requested.

 

4.      Significant MSFW One-Stop Centers.  State Offices should identify those One-Stop Career Centers that are MSFW significant.  A center can be deemed significant by the Regional Administrator based upon the number of MSFW registrants (10% or more) or based upon special circumstances (a large number of MSFWs in the center’s service area).  Those centers deemed significant shall also be deemed “significant bilingual” unless the percentage of MSFWs requiring services in a language other than English is less than 10%.  All centers that were designated as significant or significant bilingual in PY 2003 or PY 2004 shall retain that designation unless information is provided to negate that designation.

 

5.      Action Required.  State Administrators are requested to submit a list of One-Stop Career Centers that are Special Circumstances, Significant or Significant Bilingual. For each center list the number of MSFWs and non-MSFWs registered in PY 2003.   Please submit this information electronically to the Regional Office, attention: Charles DuBose, Regional Monitor Advocate at dubose.charles@dol.gov by April 5, 2005.
