Unemployment Insurance Program Letter No. 17-10

Unemployment Insurance Program Letter (UIPL) No. 17-10 has been issued (march 8, 2010).

Subject. Revisions to the State Unemployment Insurance (UI) Data Validation (DV) Handbook, Benefits.

Purpose. To transmit a revision of the Benefits portion of the UI DV Handbook, ET Handbook No. 361.

UNEMPLOYMENT INSURANCE PROGRAM LETTER No. 14-10

Subject: Guidelines for Fiscal Year (FY) 2010 State Agency Unemployment Insurance (UI) Resource Allocations, Supplemental Budget Requests (SBRs), and Above-Base Funding

Purpose: To provide information for FY 2010 UI State Administration base resource allocations, general guidelines for resource planning, above-base funding, and SBRs. Questions should be addressed to the appropriate Regional Office.

TEGL NO. 11-09, Change 1

Subject: Revision to Expanded Participant Eligibility for the YouthBuild Program.

Purpose:To provide a revision and clarification to policy guidance previously issued to states and national YouthBuild program grantees concerning the Employment and Training Administration's (ETA) definition of "school dropout" as it pertains to YouthBuild program participants under the Workforce Investment Act (WIA).

Training and Employment Guidance Letter NO. 17-09

Training and Employment Guidance Letter (TEGL) NO. 17-09 has been published (March 10, 2010).

Subject. Quarterly Submission of Workforce Investment Act Standardized Record Data (WIASRD)

Purpose. To provide guidance to states on the upcoming quarterly WIASRD submission required by the Employment and Training Administration (ETA) in its Training and Employment Guidance Letter (TEGL) 24-08. Four key areas are addressed in this document: (1) the change in the WIASRD reporting frequency from annual to quarterly; (2) the change in the WIASRD submission to include participant files; (3) the process for submitting the quarterly data beginning with the 3rd quarter of Program Year (PY) 2009; and (4) updates on the WIASRD edit checks to account for participant data.

TRAINING AND EMPLOYMENT NOTICE NO. 30-09

Training and Employment Notice (TEN) NO. 30-09 has been issued.

Subject: 2010 Unemployment Insurance (UI) Integrity Professional Development Conference.

Purpose: To announce the 2010 UI Integrity Professional Development Conference scheduled for April 19-21, in Arlington, Virginia, and to request agenda items and encourage staff participation at the conference.

Training and Employment Guidance Letter NO. 16-09

Training and Employment Guidance Letter (TEGL) NO. 16-09 has been issued (March 5, 2010).

Subject. Work Opportunity Tax Credit (WOTC) Funding Allotments for Fiscal Year 2010.

Purpose. To provide state workforce agencies (SWAs) responsible for management of the WOTC Program with funding allotments for the period October 1, 2009 through September 30, 2010.

Employment and Training (ET) Handbook 336, 18th Edition

Subject: To provide State Workforce Agencies (SWAs) with a revised version of ET Handbook 336, 18th Edition, Change 2

In response to an Office of the Inspector General (OIG) Audit, the Employment and Training Administration (ETA) is providing specific guidance and revisions to ET Handbook 336, 18th Edition, "UI SQSP Planning and Reporting Guidelines" related to the requirements of IT security necessary for a viable SWA IT system security program. The SQSP is the state UI performance management and service plan. With a focus on continuous improvement, it is also the grant document through which states receive Federal UI administrative funding. General instructions for the SQSP are contained in ET Handbook 336. The Handbook is designed as a permanent instruction for the annual planning and budget process in each state and provides states with planning guidelines and instructions for reporting UI financial and staff year information.
