Subject: Joint Guidance for States Seeking to Implement Subsidized Work-Based Training Programs for Unemployed Workers
Purpose: The purpose of this joint issuance (dated ) from the Assistant Secretary of the Employment and Training Administration and the Deputy Administrator of the Wage and Hour Division is to provide guidance to states that may be considering implementation of subsidized work-based training initiatives for unemployed workers, which could include claimants who are receiving unemployment compensation (UC), exhaustees of UC, and/or other unemployed workers who may not be eligible for UC. This advisory is intended to help states understand applicable Federal laws, regulations, and policies related to the Social Security Act and the Federal Unemployment Tax Act (which govern the Unemployment Compensation program), the Fair Labor Standards Act, and the Workforce Investment Act of 1998, as amended, as they develop and implement these types of initiatives.

Subject: To provide State Workforce Agencies (SWAs) with a revised version of ET Handbook 336, 18th Edition, Change 2
In response to an Office of the Inspector General (OIG) Audit, the Employment and Training Administration (ETA) is providing specific guidance and revisions to ET Handbook 336, 18th Edition, "UI SQSP Planning and Reporting Guidelines" related to the requirements of IT security necessary for a viable SWA IT system security program. The SQSP is the state UI performance management and service plan. With a focus on continuous improvement, it is also the grant document through which states receive Federal UI administrative funding. General instructions for the SQSP are contained in ET Handbook 336. The Handbook is designed as a permanent instruction for the annual planning and budget process in each state and provides states with planning guidelines and instructions for reporting UI financial and staff year information.

Subject: ARRA Performance & Accountability Forum: Follow-up
A success! Almost 300 participants throughout the workforce system attended the second American Recovery and Reinvestment Act (ARRA) Performance Accountability Forum held on December 9-10, 2009 in San Francisco, CA.
"Getting Your Questions Answered" was the theme of the forum with multiple sessions dedicated to open discussion. Presenters gave the latest updates on 1512 reporting, revealed the newest data analysis on ARRA performance reports, reviewed the just released performance reporting clarifications, delved into those sticky issues of serving summer youth after summer, tackled the changes in the Trade Adjustment Assistance Act and much, much, more. During "Breakfast with a Performance Guru", participants had the chance to chat with a performance specialist one on one regarding any performance related topic. The closing plenary featured a rare panel with a comprehensive team of performance and reporting specialists from across the country and the National Office answering questions and discussing data.
