SUBJECT:    Final Instructions for the Transfer of the Federal Claims Control Center Operation

1.  Purpose.  Effective April 1, 2003, responsibility for the operation of the Claims Control Center for the Unemployment Compensation for Ex-servicemembers (UCX) and the Unemployment Compensation for Federal Employees (UCFE) programs will transfer from the State of Louisiana to the State of Utah Contractor under a cooperative agreement with the U.S. Department of Labor.

4.  Background. This new Federal Claims Control Center (FCCC) will continue claims control operations for the benefit of all States in operating the UCX and UCFE programs.  All States and jurisdictions, except the U.S. Virgin Islands, are operational on the new system.

5. Transition Requirements. In order to accomplish a smooth transition, States will discontinue communicating with Louisiana Claims Control Center (LCCC) effective March 26, 2003 at 7:30 p.m. CST

Any ICON JOBS communicating records to the LCCC that are scheduled to execute after that time will have to be directed to the new Federal Claims Control Center operated by Lockheed Martin Information Technology (LMIT), Utah’s Contractor for the FCCC, in accordance with the instructions below.

The following timelines were established for the switchover:

  • The Department of Defense was notified to start sending military separation documents to LMIT effective March 20, 2003.
  • The LCCC was instructed to forward all mail to LMIT effective March 24, 2003.
  • LCCC will have completed data entry of incoming DD Form 214/215 and NOAA 56-16/56-16a as of March 25, 2003.
  • LCCC will have completed data corrections and DD 215 updates as of March 25-26, 2003.
  • LCCC discontinued processing as of March 26, 2003 at 8:00p.m. CST.
  • LCCC will have transferred all military records on file for military separations during calendar years 2001, 2002 and 2003 to LMIT as of March 27, 2003.  All prior records will be transferred to State accountability for disposal under State law.
  • LCCC will have transferred all inquiry and control records on file - for claims effective January 1, 2001 and thereafter - to LMIT as of March 27, 2003. All prior records will be transferred to State accountability for disposal under State law.
  • LCCC will have transferred all suspense and pending records on file - for inquiries/requests for claims effective January 1, 2001 and thereafter - to LMIT as of March 27, 2003.  All prior records will be transferred to State accountability for disposal under State law.
  • LMIT will begin processing incoming requests directed to LMIT on March 31, 2003.

In order to direct the “XFE” (UCFE and UCX) records to the new FCCC for processing, States will have to make JCL changes.  These JCL changes must be in place for any JOBS scheduled to execute after March 26, 2003 7:30p.m. CST.  Data sent to LCCC after that time will have to be resent to the FCCC using the new JCL provided below. 

States are requested to discontinue transmissions to LCCC effective March 26, 2003 at 7:30p.m. CST.

6. Action.  Information has already been provided to the States’ ICON programmers concerning these transition instructions.  However, we are providing State Administrators with this Letter for further clarification and to ensure program staff is aware of the timelines.
