Project Emphasis: Job Retention/Wage Progression
Project Description: This project began in April, 2000, following a demonstration project in Thurston County from March 1999. Expanded and refined the best of the demonstration was replicated in Grays Harbor.

The project intends to capitalize on the strong connection with the business community enjoyed by the Grays Harbor Chamber of Commerce, Economic Development Council and the seasoned case management skills of the Grays Harbor Career Transition Center, program operator for the Welfare-to Work grant.

The goal of the WtW program is sustainable long-term employment of its customers. The cornerstone of this model is the employer, who for the most part is uniformed and unprepared to deal with the issues of a job seeker on welfare.

This project seeks to inform the employer, meet their business needs and support job retention by providing on-going support to the employer and employee (WtW customer). Intervention in the form of counseling, skill upgrade etc. are available on demand.
Key Partnerships/Collaboration: The project broke the paradigm of the way business was done between employers and social service agencies, and initiated a full partnership between the workforce community and a business organization. The ease at which this program wove itself into the community's social service agencies to include their appropriate WtW/TANF job seekers gives testimony to the need to do things differently. Substantive employer involvement was the missing link. The Employers Assistance Project WebMatch bridged the gap, and as one agency staff put it "This is the piece that has brought us all together".

Collaboration is built and maintained through the Local Area Planning Executive Council which includes all partner agencies (DSHS, ES, WDC, Community Action, Community College, The Career Transition Center, Division of Child Support, Department of Vocational Rehabilitation, CTED, Chamber of Commerce) and the Consortium which includes representatives from all community social service agencies, front line staff, contractors and members of the executive council.
Innovation and Leadership: The WebMatch technology provides an interactive experience for the user. Each web page is created specifically for the individual user's requirements of the moment. The following screens are available;
Employer/Jobseeker registration
Edit or match for employer of job seeker
Find employer or jobseeker
Employer/job seeker information with links
Edit/review of existing jobs
Job Match "What if" screen (wheel and deal with employer)
List of jobseekers who match the job's requirements
List of referrals made to employer
Find jobseeker
List of jobs that match by jobseeker
Match job and employer information
List of referrals made for the jobseeker
Jobseeker's resume
Placement maintenance log screens

The WebMatch is a tool for wage progression. Even though employed, the Jobseekers registration is continually updated with new skills and training. Its the jobseekers on-going link to employers who are hiring or expanding, offering new job opportunities with increased skill requirements and wages.

With the business community on board, and the partnership setting clear and reachable goals, the programs credibility was quickly established. A fast response time to business needs, and building a trusting relationship results in a new image for human service organizations, with decision making seen as both timely and thoughtful.
