DIRECTIVE OLDER WORKER BULLETIN 00-26
TO ALL SENIOR COMMUNITY SERVICE EMPLOYMENT PROGRAM (SCSEP) GRANTEES
SUBJECT PUBLICATION OF WIA FINAL REGULATIONS

1. PURPOSE: To announce the publication of the Workforce Investment Act (WIA) Final Regulations.

REFERENCES: Federal Register/Vol. 65, No.156, Friday, August 11, 2000, 20 CFR Part 652 and Parts 660 through 671.

3. BACKGROUND: On August 11, 2000, the Department of Labor issued a Final Rule implementing provisions of titles I, III and V of WIA. This Final Rule, which became effective on September 11, 2000, implements major reforms in the nation's job training system and provides guidance for statewide and local workforce investment systems. Key components of this reform include streamlining services through a One-Stop service delivery system, empowering individuals through information about and access to training resources, providing universal access to core services, increasing accountability for results, ensuring a strong role for local boards and the private sector in the workforce investment system, facilitating State and local flexibility and improving youth programs. SCSEP programs are mandatory partners under the One-Stop service delivery system.

Also on August 11, President Clinton issued a statement congratulating all of the partners involved in the WIA implementation and noting many of their accomplishments to date.
