Responses to Technical Questions

  1. Are there samples or copies of previous years’ reports available to prospective contractors?

    Contractors may order (at no cost) the most recent copy off the web at http://wdr.doleta.gov/opr/ or look up the full text versions on this web address.

  2. How long is a typical report not including the appendix? How long does the actual report of the contractor have to be?

    With the appendix the report is typically 200 pages long. The actually report of the contractor will be this length.

  3. Can the contractor make suggestions or changes in the report format? Is the contractor limited to following the existing models?

    Contractor is not limited to the existing models? Suggestions and changes are welcome, and will be taken into consideration.

  4. Can the contractor make recommendations for the kind of information that is most useful to members of Congress and their staff? Are the contractors limited to following the model of previous reports?

    While most of the information can not be omitted, contractor can make recommendations that will be most useful to members of congress and their staff.

  5. How is the data for appendices transmitted to the contractor available in electronic form?

    They will be provided electronically (on disk) directly from the Bureau of Labor Statistics generally they are in Excel or Work format that is compatible for MACs and PCs).

  6. In the call for proposal, should the proposals outline suggestions or suggested plans of action to bring the publications up to date?

    Yes, most importantly we are looking to an adherence to a timeline and added emphasis to bringing the publication up-to-date.

  7. What is the reason the report is not as current as the Department of Labor might wish?

    The Office of Management and Budget must review the report, often this review takes up to a year and a half.

  8. The contractors are supposed to use the information from the previous year(s) to up date the proposal, however, the information is 5 years old and is not useful. What is the reason for the publications to be so outdated?

    See above.

  9. The RFP calls for two key personnel (Project Manager and Writer/Editor) expending 75% of their time on this effort. This appears to represent 1.5 FTE, but the level of effort is estimated between 0.7 and 1 professional person years. Could you please clarify?

    For this contract, the Project Director shall expend 20% of time and Writer/Editor 40% of time for the positions that shall be considered Key Personnel and subject to the provisions of Paragraph H.9.

    The level of effort for this project is estimated between 7.0 and 1 professional person years. A professional person year is between $90, 000 and 100,000.

  10. Is there a preferred number of pages for the technical approach?

    Technical Approach should be under 25 pages.

  11. This solicitation mentions a "size standard" of $5 million. Does this refer to the size of the business, or is it a cost limit for the proposal?

    Pursuant to FAR Part 19.102 (b) (1) – SIZE STANDARDS, Small business size standards are applied by-classifying the product of service being acquired in the industry whose definition, as found in the North American Industry Classification System (NAICS) Manual (available via the Internet at http://www.census.gov/epcd/www/naics.html), best describes the principal nature of the product or service being acquired.

  12. Section H.8 Printing. Reference Government Printing and Binding Regulations and subcontracting. Is this section to be interpreted strictly to mean that the Printing cannot be performed by an outside source?

    Yes
