WIOA Performance Indicators' Summer e-Learning Series

The Department of Labor's Employment and Training Administration, in collaboration with the Department of Education's Office of Career, Technical and Adult Education and the Office of Special Education and Rehabilitative Services, Rehabilitation Services Administration, introduces a new series of interactive e-Learning modules that explain select WIOA performance accountability concepts.

Beginning Monday, July 16, 2018, e-Learning modules highlighting WIOA indicators of performance will be published on WorkforceGPS through the end of August 2018.

Spring, 2017 - WIOA Convenings

The U.S. Department of Labor, in collaboration with its Education and Health and Human Services partners, hosted three Workforce Innovation and Opportunity Act (WIOA) National Convenings. The purpose of these convenings was to provide continued support to state and local workforce development professionals and partners in successfully implementing WIOA. The convenings were organized around six tracks and included some additional special sessions on civil rights:

TEN 22-16: To announce the availability on www.SkillsCommons.org of open source educational resources to train adults for occupations in 16 high-demand fields including manufacturing, healthcare, energy, and Information Technology. The resources are available to all training providers.

January 26 - 28, 2016

WIOA National Convening: The resources section of the Innovation and Opportunity Network (ION) contains curated content of existing ETA resources to support the workforce system in its implementation efforts of WIOA. Common resources might include best practices, replicable models, implementation plans, recorded webinars, videos, research documents, and data reports. Content is categorized in topic related folders.

Statistical Adjustment Model Methodology Webinar, December 1 and December 2, 2015. The Workforce Innovation and Opportunity Act (WIOA) emphasizes the importance of achieving outcomes - helping individuals find jobs, and obtaining the credentials and skills necessary to be successful in those jobs. As part of the performance accountability requirements, WIOA requires the use of a statistical adjustment model for setting targets for the core performance indicators. The Departments of Labor and Education have collaborated to develop a Statistical Adjustment Model per Sec.116 (b)(3)(A)(viii) of WIOA. Through your participation in this webinar, you will learn about the methodology for the statistical model, how the model will be used, and how it will be applied to targets to account for changes in economic conditions and participant demographics throughout the workforce and education systems.

The QSAP will help you identify areas of strength and focused areas for improvement in your workforce system and connect you to targeted resources that can help you to prepare and plan effectively.

A Town Hall was held to solicit Stakeholder input as the Departments of Labor and Education continue to develop guidelines on WIOA implementation.

The focus of the WIOA Performance Town Hall was on four different topic areas:

  • Effectiveness in serving employers
  • Other performance indicators, including Measurable Skill Gains;
  • Reporting requirements (state, local, and Eligible Training Providers reports); Performance success and failure
  • Integrated fiscal and performance management information system.
