June 30, 2017 WIPS JUNE 30, 2017 PRODUCTION RELEASE

Grantee Users

What's New:

  • Removed Banner regarding March update of file schema changes from Home and File Upload pages
  • Added new tab for MY WIPS PROFILE
    • After user's first file upload in WIPS, the user will not see other tabs until at least one Program is selected and saved in their My WIPS Profile page
    • Page divided into two sections
      • Contact Info
        • User Name, First Name and Last Name are populated from WIPS user login profile and cannot be changed in MY WIPS PROFILE
        • Remaining fields optional
      • My Reports
        • Program is required before user may upload their second file after 6/30/2017
        • State is required when the Program selected is WIOA Adult, WIOA Youth, WIOA Dislocated Worker, Wagner-Peyser, TAA or National Farmworker Jobs Program
        • Grant Number is required for all other Programs
    • CHANGE button will allow you to enter Contact Info
      • ADD/CHANGE PROGRAM button will allow you to add, change or remove Programs and States or Grant Numbers, however you must have at least one Program entered
      • UPDATE button will save changes
  • Updated the Quarterly Reports pages to include the following:
    • Renamed tab to MY REPORTS since Annual Reports now included
    • Changed initial page to include these options
      • Quarterly Reports
      • Annual Reports
    • Implemented the following functionality for Annual Reports for June 30 Quarter End Dates:
      • Created the Statewide Performance Report for WIOA Adult, WIOA Dislocated Worker, WIOA Youth and Wagner-Peyser programs
        • The user must select the applicable State, then the Negotiated Target Rates data will be populated
        • Once the state field is selected on any Annual Report, it will automatically be populated on other applicable Annual Report page(s)
      • Created the Measurable Skill Gains report for WIOA Adult, WIOA Dislocated Worker and WIOA Youth programs
      • Created the Effectiveness in Serving Employers report for all programs except TAA
        • Note that all data measures for this report are entered by the user and are all required
      • Implemented navigation bar at top of Statewide Performance Report for access to Measurable Skill Gains and Effectiveness in Serving Employers reports, where applicable
      • Implemented rule that the associated QPR must be certified before the Annual Report can be certified
      • Implemented the following email messages for the Annual Report:
        • New Annual Report Generated
        • Annual Report Certification Reminder (10 and 3 days prior to standard deadline of October 15th or October 16th for 2017)
        • Annual Report Certification Confirmation
    • Updated aggregation for PIRL Date Element 803, English Language Learner at Program Entry (WIOA)
  • Updated the Logical Rules for the following Data Elements:
    • Removed from Logical Rules:
      • 600, Temporary Assistance to Needy Families (TANF)
      • 704, Foster Care Youth Status at Program Entry (WIOA)

  • Added new STATE STATUS DASHBOARD tab
    • Program Users can use the following fields as filters:
      • Quarter End Date (Defaults to most recent)
      • Region
      • State
      • Program
    • Report includes the following information for the selected Quarter End Date:
      • Total Certifications to show number of QPRs certified
      • Total QPRs generated
      • Total Files uploaded

  • Implemented enforcement of additional PIRL duplicate check rule:
    • Where the Date of Program Entry (PIRL 900) is null: If multiple records have the same Individual Identifier (PIRL 100), then no record can have the same Date of First Basic Career Service (Self-Service) (PIRL 1000).

BUG Fixes:

  • Valid value check updates to better enforce PIRL value rules, including:
    • Currency elements updated to allow valid entries, including 000000.00 (see table of affected elements on next page)
    • Corrected value check for element 412, Tenure with Employer at Separation, to identify error for non-numeric entries

January 12, 2017 WIPS 2.0.1 Release Notes

BUG Fixes:

  • Program Users
    • Program users will no longer receive an error when clicking on a QPR ID to view the report.
    • Printing a QPR displayed through the Program Dashboard no longer presents an error.
    • Clicking a QPR link in the program dashboard will no longer erroneously open a blank QPR for certain reports.
    • Program Name listed in the Program Dashboard will no longer use the file upload schema for multi-program schema uploads.
  • Grantee Users
    • Sorting on the Quarterly Report Overview screen has been fixed.
    • Quarter End Dates prior to 07/01/2016 are no longer displayed on the file upload page.
    • Error messages for all valid value checks have been updated to accurately reflect the edit checks being performed on each file.

What's New:

  • Multi-program schema uploads will now generate one or many QPRs depending on the data contained in the upload.

    • For example: A Full PIRL file will generate a WIOA Adult QPR if Element 903 equals 1,2,or 3 for any row.
  • Files which trigger format errors will now say so in WIPS on the Edit Check Results page.

  • QPRs can be saved or printed as PDF using the Performance Report layout in the 06/28 ICR


BUG Fixes:

  • Valid value check updates to better enforce PIRL value rules
    • Dates must be in a valid YYYYMMDD format, invalid dates will return an error
    • Grant Numbers must be in a valid XX#########X## format
    • OBS Number must be a nine integer number
  • WIPS is now properly comparing the date of exit to the reporting period to ensure exiters from prior to July 1 are not counted in QPRs.
  • Currency and Percentages are now displayed in the proper format on the QPR.
  • Resolved an issue where duplicate checks were identifying false positives in programs which provided several years of participant data.
  • Fixed a bug which caused QPR Reminders to be sent multiple times for a single QPR.
