Recovery for Auto Communities

The Department of Labor's electronic and telephone tools can assist automotive workers in their efforts to find jobs, training, education, and support services in their communities.

This web page describes these tools and summarizes additional resources available to workforce professionals and other intermediaries who can assist autoworkers with their transition.

For Workers

  • America's Career InfoNet - provides a Career Resource Library with career exploration and job search tools.
  • America's Career InfoNet (www.careerinfonet.org) provides a Career Resource Library with career exploration and job search tools, and a Skills Profiler which permits the automobile worker to create a list of skills and mach them against the job types that need those skills.  The worker can use the profile to identify occupations that use his or her current skills and find gaps that need to be filled.

  • America's Service Locator - assists the automotive worker in connecting with several One-Stop Career Centers.
  • America's Service Locator (www.servicelocator.org) can assist the automotive worker in connecting with a One-Stop Career Center in Illinois, Indiana, Michigan and Ohio.  The Service Locator provides a listing of Center contact names, hours of operations, services offered, and driving instructions.  The Service Locator also provides convenient "State Gateways" for access to State job banks, phone and web directories, and other state resources of value to the automotive workers and their families.  The web addresses for direct access:

    The Service Locator also provides easy directions for the filing of an initial Unemployment Insurance claim.  At http://www.servicelocator.org/UI_Filing_search.asp, the worker can select Illinois, Indiana, Michigan or Ohio and then move directly to the filing instructions and methods for that particular State.

  • Toll-Free Help Line - provides information about workforce, education and support services across the United States.
  • Toll-Free Help Line (1-877-US2-JOBS; TTY:1-877-889-5627) provides information about workforce, education and support services across the United States.  The Customer Service representatives have specific data and contact information for Illinois, Indiana, Michigan and Ohio.  Many automotive workers may find a telephone-based service more comfortable than Internet research and exploration.  The toll-free number serves as a complimentary companion to the physical One-Stop Career Centers and the web-based services.

  • Occupational Outlook Handbook (2008 - 2009 Edition) - is an on-line resource from the Bureau of Labor Statistics.
  • Occupational Outlook Handbook (2008 – 2009 Edition) is an on-line resource from the Bureau of Labor Statistics.  While providing much of the information presented by America's and Career InfoNet , this on-line volume provides the automotive worker with insights on hundreds of jobs and their earning potential with summaries of what workers perform in those occupations and the working conditions.  As with all the Department's tools, the Handbook devotes attention to the training and education needed to fill these jobs.

  • GovBenefits.gov - is the official benefits website of the U.S. government, with information on over 1,000 benefit and assistance programs.

    For automotive workers in Illinois, Indiana, Michigan and Ohio, GovBenefits provides easy access to a listing of State benefit pages. 

  • Reemployment Portal - provides significant flexibility for the automotive worker who may wish to peruse and research opportunities for skill transference between related occupations.
  • The Department of Labor has assembled many of the specific tools and services referred to in this summary in convenient "portals" for all industry workers – including automotive workers -- to permit easy navigation between and among related topics.  The "screen capture" for the Reemployment Portal is found below.  The site can be directly accessed at www.careeronestop.org/ReEmployment/Default.aspx

    This portal provides significant flexibility for the automotive worker who may wish to peruse and research opportunities for skill transference between related occupations.  Automotive workers, for example, may enter an occupational term such as "fabrication" or "team assembler" in the search box on the Reemployment Portal which will yield multiple references and cross-links to topics as "occupation information," "occupation licenses," "certifications," and "competency models."

  • O*NET Online - allows workers to find other occupations which rely on equipment and/or technology in which they have knowledge.
  • The automotive workers' knowledge of certain tools and technologies can be successfully applied on the O*NET Online at http://online.onetcenter.org/search/t2/ to find other occupations which rely on that equipment and/or technology.  For example, if the automotive worker uses a "paint sprayer" or "hydraulic press frame," they can find other jobs which require proficiencies with those tools.

For Workforce Professionals and Intermediaries

Workforce professionals will find continuing Recovery Act policy, procedure, and funding updates from the Department of Labor (www.dol.gov/recovery) and the Employment and Training Administration (www.doleta.gov/recovery).  For information on other Recovery Act funding, programs and initiatives which can be leveraged to support assistance to autoworkers in the impacted States, workforce professionals are encouraged to periodically visit www.recovery.gov and www.doleta.gov/usworkforce for news on grants-in-aid made by (or solicitations offered by) the Department of Energy, Department of Transportation, Environmental Protection Agency, and others that can have workforce preparation implications.

  • Tradeact - assist individuals who have become unemployed as a result of increased imports from, or shifts in production to, foreign countries.
  • The Trade Act programs, Trade Adjustment Assistance (TAA) and Alternative Trade Adjustment Assistance (ATAA), assist individuals who have become unemployed as a result of increased imports from, or shifts in production to, foreign countries. The goal of the Trade Act programs is to help trade-affected workers return to suitable employment as quickly as possible. To facilitate this goal, TAA certified workers may access a menu of services that include income support, relocation allowances job search allowances, and a health coverage tax credit. TAA participants that require retraining in order to obtain suitable employment may receive occupational training.

  • Unemployment Insurance - provides leadership, direction and assistance to state workforce agencies in the implementation and administration of state unemployment insurance (UI) programs.
  • The Employment and Training Administration's Office of Workforce Security provides leadership, direction and assistance to state workforce agencies in the implementation and administration of state unemployment insurance (UI) programs, Federal unemployment compensation programs, and other wage-loss, worker dislocation and adjustment assistance compensation programs.

  • Workforce3One Web Site - is an e-learning, knowledge sharing webspace that offers workforce professionals, employers, economic development, and education professionals a dynamic network to research  innovative workforce solutions developed by peers from across the country. 
  • The Workforce3One Web Site (www.workforce3one.org)  is an e-learning, knowledge sharing webspace that offers workforce professionals, employers, economic development, and education professionals a dynamic network to research  innovative workforce solutions developed by peers from across the country.   Webinars, other special online learning events, and various resources and tools can be of benefit to our intermediaries and service providers as they assist  automotive workers or other industry-impacted workers.  For successful practices and interventions with the affected automotive industry workers which can be shared or adapted, the site provides an easy tool for uploading descriptions and identifying relevant contact individual(s).

  • Employment and Training Administration - Business and Industry - contains information on demonstration grants that have been underway across the country.
  • The Employment and Training Administration has also made a number of grants-in-aid in recent years community colleges and other partner-led networks to train and place workers.  The agency's "Business and Industry" webpage at www.doleta.gov/business contains information on demonstration grants that have been underway across the country.

    The workforce professional can target the search by State (e.g., Illinois, Indiana, Michigan, or Ohio) to search for grant name, resources, and the description of supportive partnerships and contact information by visiting www.doleta.gov/business. The grant Investment Center provides links to information on the agency's "high-growth" initiative grants as well as to the community-based job training grants.  These latter grants, in particular, are designed to build or further strengthen the capacity of our nation's community colleges to train workers to develop the skills required to succeed in high growth/high demand industries.

  • Workforce3one.org - provides access to a catalogue of over 500 "Workforce Solutions"  which were developed by the grantees from 2003 to 2008.
  • The "Business and Industry" webpage provides access to a catalogue of over 500 "Workforce Solutions"  which were developed by the grantees from 2003 to 2008.  The workforce solutions include: curriculum, competency models, distance learning tools, career awareness and outreach materials, research findings, case studies, career lattices, industry skills centers, valuable websites, and much more.  Workforce professionals can also directly access this volume on www.workforce3one.org at http://wfsolutions.workforce3one.org/ws/wfsolutions/dropbox/catalog.pdf.

  • Career One-stop Regional Economic Development - provides tools to help drive economic transformation.
  • Many workforce professionals are currently engaged in planning or program execution within "regional boundaries."  As staff assist automotive workers impacted by layoffs or furloughs, the Regional Economic Development site provides tools to help drive economic transformation.  The site contains a six-step blueprint to help locate resources and form or strengthen partnerships.  These tools can be accessed at
